I’ve fished both the second lagoon (YMCA – between the freeway and the train tracks) and third lagoon (where they ski – east of the freeway) for many years. When I was I kid we took halibut, soup fin sand shark, sand bass and croaker (once caught a nice spot fin croaker – go figure) out of the third lagoon fishing from a small boat. We used to pump ghost shrimp from the western beach and killed it. Don’t remember ever paying a permit (this was over 20 years ago – I was young and dumb).

Recently (past 8 or 10 years), my friends and I have been fishing from the south shore of both the second and third lagoons (third has been most productive for me). Mostly dead bait and fish traps for lots of sand bass (your odds could improve if you can make live bait – done that too just across from the YMCA).

This past year I’ve seen some people in the second lagoon drifting a Zodiac, probably looking for halibut (don’t know if it is legal for the public to launch there or not). About 10 years ago I read a newspaper article about a guy who caught a 40# halibut from the west side of the third lagoon (swim bait if I recall correctly - now I'm old and senile).

I’ve never had much luck in the first lagoon (western most lagoon) but I’ve never really given it much attention.

I’ve been thinking of launching a kayak but I haven’t figured out the legalities of launching yet (apparently, launching in the first lagoon is prohibited). If you find anything out about permits, launching, fish counts, etc, please post.

PS: In all these years and all the fish caught, I've kept 2 fish - about a 5# sand bass (i was starving) and the fat spot fin croaker mentioned above (the whole 'young and dumb' thing).
