There are a few rigs I would recommend depending on where you're targeting them. If you're targeting them in around the kelp, I would try fly lining your bait. If you want to get down a little, try a sliding egg sinker (no swivel). Depending on current, you'll of course have to adjust you're sinker size.

Dropper loops work well for the bottom as does a heavier egg sinker for your sliding rig.

You can also try slow trolling around the area with a little heavier of an egg sinker to keep the bait below the surface. I usually use 2-4oz for slow trolling.
