Anyone launch at Carlsbad/Encina Power Plant?

Can one launch at the lagoon at the Power Plant lagoon and paddle out through the cold water jetty? Don't remember there being much surf coming in to the lagoon, but's its ben years since I've been there. Would seem to be an easy way to get right out t some unfished ground
