Check your Coast Guard regs for boats row boats
and other human powered boats. They only require a "lantern", whether in motion or anchored/occupied. They do NOT fall under the same regs as power or sail boats.
Now, for safety, any and all lighting, including the bow red/green lights are a GREAT idea, especially in inland waters like bays/channels/jetties where there is a lot of potential conflict with power boats.
