Gabe,

If the holes are not much bigger than the rivet size and you can get to the rivet holes from inside your hull, use stainless nuts and bolts with stainless fender washers and liberally use marine goop to seal up the whole fastening job.

Be sure to take a new padeye to the hardware store when looking for the proper size bolts.
