Slow Troll length?

I saw you out there just past the reserve buoy when I first got out. I was in the White Pro Explorer. I noticed that your fly lined bait was on a short leash, maybe 20 to 25 ft and fluttering on the surface. I am fairly new to slow trolling and I usually let line out for 15 or 20 seconds while I paddle. Is that too far? Is it better to go short and directly on the surface? I've been to LJ 3 times now, and have only caught sandies and calicos. So any advice would be helpful.
