The smaller the hook the better has worked for me. In regards to whats the best bait it usually comes down whats available along with keeping in mind the simple mantra that all big fish eat small fish. Also a little trick is to chum the baitfish your trying to catch into a little mini feeding frenzy with bread or canned tuna.
