I have to agree with Rhino when he says: "sometimes the scupper plugs can be pushed all the way through the scupper holes and lost".
I have found a solution to that problem. Put a few wraps of duck tape around each scupper plug. This will make for a more very tight fit and a very dry ride. Plus you will never be able push the scupper plugs all the way thru the hole and loss them.
