I experienced the same problem. It doesn't matter when I'm in my wetsuit or waders, but when I wear shorts it's bothersome. I simply carved up a pool noodle and shoved it in the hole and the problem went away. When I surf launch I just shove a rod butt in the scupper hole and pull the foam out in case I take a wave over the bow.
