I just heard back from the Shark Research Committee. They believe the vessel belongs to the Monterey Bay Aquarium research division. They were fishing in the Ventura/Oxnard area a week ago and have probably moved south in anticipation of the upcoming grunion spawns. "The recent juvenile white sharks observed off Will Rogers State Beach arrived the day prior to the beginning of the grunion spawn and they departed the area the day following, although this could have been a coincidence as well."

"As to whether they've had any success in their quest, I've not been in touch with the staff at the aquarium regarding this effort to capture a juvenile white shark. I would assume they are using long line to capture the sharks, which involves the use of single hooks with bait attached and not the use of chum. Most of us in this field are well aware of the potential for shark/human interactions when close to shore and generally do not use any form of attraction."

Well that's good to hear.
