San Elijo can be a tough place to launch as it is a great surf break. The out let of the lagoon under the bridge is the spot I use. When I launch there I go out the the river and turn either left or right depending on the swell direction. Left on a north and right on a south. Do not paddle strait out from the river mouth. This will put you in the middle of the surfers and in to the impact zone. The north break at Cardiff reef would be a very dangerous place to be in a kayak. Just paddle out either to the north or south of the surfers and do a big circle around them and the whole reef break. You will almost certainly need to surf a wave in to get back to the beach. But if you do it right you can ride almost all the way back in to the river. There is another launch sight south of the resteraunts where the lobster fishermen used to launch. Its a hole in the rock wall onb the west side of the coast highway. I,ve never used it but the paddle out looks a little more strait forward there. Punch through the surf and you're out.
