Drill some holes in a horizontal line in your bait tank

Instead of dealing with a drain, my bait tank has a line of holes in the back with a 1/2" diameter placed horizontally at a height on the tank so it stays full when the tank is off, but doesn't overflow when the pump is running. Bait tend to stay on the bottom of the tank, and scales are never a problem. Water runs into tank well, and out the scuppers.

Add a plug at the bottom so you can drain the tank before you land.
