I've shovelled buckets of water into my bait tank just like that-- every 10 minutes of so-- when I've had an electrical problem.
The Aerator system works for fresh water, but not well for mackeral or sardines, as you admit. If you have to add water to it, it's a live well.

Guys like me, Johnny Ceviche, and others don't run our live well pumps continuously, only every 10-15 minutes for a minute or two. The 350 and 500gph pumps move way more water than our small 3-6 gallon tanks need.
