great post and point. i talked to the honcho lady @ the dgf about that and she said she had never considered it.reading your post makes me want to revisit the convo.. i was thinking something more along the lines of a stamp than an exemption for yaks. you are right about the negligable effect of yakers, tubers etc. on the fish populations. when i brought that up to her she said " hmm. . i dont think we've ever done a study on that ". perhaps i'll get her address and we can lobby for some type of consession? i'm sure most yakfishermen concur. . . . to be continued!
