You're right about that Murphy's Law. I've never been to Salsipuedes when it wasn't breaking overhead. Though once you get out, there can be some good fishing. I've caught white seabass just 100 yards from shore just south of the launch about 1/2 mile.
It can be a real tough launch because of how far out the sets break. Not one of those single wave "beach break" launches. They can line up on you there. Here's a picture of some kayak surfing on the inside shorebreaks. You can't tell by looking at the picture, but the sets outside of the field of view are pretty juicy.
