I'm not sure if you will be paddling kayaks or viewing from the shore. If you are viewing from the shore the following applies.

1. Not Sea Lions, but Harbor seals can be seen in large numbers, 30 to 50 is average at the children’s pool in La Jolla. It is a nice walk from La Jolla Cove, south to the Children’s pool. Extremely scenic, it has access to rocks and small sand beaches. A great place to visit in high surf periods, beautiful, scenic, just be careful if you are on the rocks. You can also see the area where most people launch, look to the north of the cove. The south end of large sand beach at La Jolla shores. The Marine room is in La Jolla, and is a said to be a great place to eat when there are high tides and surf. Every few years the waves break the restaurant’s windows. Not cheap, but a nice restaurant. There are a lot of other restaurants on the top of La Jolla. The La Valencia hotel has a nice restaurant inside.

2. The bait barge at Quivera basin can be seen from the shore, drive out to Hospitality point in Mission Bay and park by the Life guard / Harbor police tower. You can see the bait barge in the center of the marina. You will not be very close, but these will be true “Dogs” or Sea Lions.

If you are on the water, the best place to see Sea Lions will be the bait barge in San Diego bay. This is southwest from the end of Shelter Island. A great place to eat is “Point Loma Sea Foods” This is a busy place catering to drive up clientele. You can eat in the enclosed patio or on picnic tables outside the restaurant. A great selection of seafood. The Sushi is so so, but the Squid Sandwich is great, another good entree is the fried shrimp plate. Smoked tuna, and many other items, all are very good. It is not cheap, but it is very good. Additionally it is right on the docks where the sportfishers are moored. You can visit H&M, Seaforth and other landings.

Another place to on the water is the Quivera basin in Mission Bay. It is better seen this way. Note all of the bait barges are odoriferous to say the least. The San Diego bay one is the strongest smelling, but attracts the most wild life. There is an incredible amount of sea birds as well as the Sea Lions.
