Use a Sabiki Jig, I like the small hooks with a small green bead. Fish around the kelp just past the bouy line. Drop down 10-15 feet and yo-yo back up. I usually let my jig drop 2-3 feet at a time, thumb the spool, drop, thumb the spool, drop... if you don't get hit after a couple of drops move to a new spot and try again. you'll mostly get Spanish macs.
