Don't know about Cal. waters but here on the Texas Gulf Coast a cast net is the tool of choice for cheap effective live bait. There is also a new bait for catching larger bait fish i.e. whiting, ladyfish, sand trout etc. called fish bites. A synthetic material that looks like a triangular piece of leather that is impregnated with a fish attractant that has worked with spectacular results. 2 cents from a Tex-Yak fisherman who would love to give the Treshers a try some day!
